Flood disaster aid hampered by Libya’s ‘broken infrastructure’

According to the foreign minister, Ibya’s “broken infrastructure” caused by the civil war is hampering efforts to provide emergency aid following the catastrophic floods.

James cleverly said the UK was exploring what more it could do to help, although the absence of a “performing” government to liaise and coordinate with was proving difficult.
