The budget increase was revealed by the National Budget Controller, Margaret Nyakang’o, when she appeared before the National Dialogue Committee last week to provide insight into why Kenya continues to face a cost of high life.

Explaining how his salary was inflated, Nyakang’o said that in the 2022/2023 financial year, his annual salary was budgeted at KSh17.82 million ($117,701.45), instead of 9, KSh 18 million she should receive.

“My salary was expected to be three times what I receive. When I asked this question, no response was provided,” she said, adding that a similar trend was seen in the 2023/2024 budget, where Treasury officials budgeted her salary at KSh 18.3 million, which is 93% more than his actual annual salary. pay.

Furthermore, Nyakang’o said the salaries and allowances of President William Ruto and his deputy Rigathi Gachagua were also budgeted at KSh42.4 million, instead of the KSh32.05 million which constitutes the official published salary in the official journal of the two main leaders for the 2023/2024 financial year. .

“Budgeted corruption”

In the past, Nyakang’o has exposed the theft of public funds from both the county and national government and is now calling for an immediate audit to end what she calls “fiscal corruption” within the Kenyan government.

However, appearing before the same dialogue committee on November 6, Finance Minister Njuguna Ndung’u rejected the revelations made by Nyakang’o, saying he had referred the matter to the Auditor General.

“You can’t make a statement without providing the facts. We disburse the money according to the budget,” he said, adding that if the allegations prove true, then theft of public funds has taken place.

Lawmakers divided

Lawmakers from the ruling party are expressing concerns over the intentions and timing of the budget comptroller’s discovery, accusing her of portraying the government in a bad light when it comes to fighting corruption.

Senator Aaron Cheruiyot, a member of the dialogue committee, questioned why Nyakang’o, who authorized the withdrawal of public funds, did so when she knew the budget had been excessively inflated.

“We should ask him to resign. It’s incompetence or she is one of those stealing from Kenyans,” he said.

However, Robert Mbui, an opposition MP, praised Nyakang’o, describing her as courageous. He wants his security to be guaranteed by the state.

“We have always heard about budgetary corruption, but this time it has been made clear to us,” he said, calling on the House Budget and Appropriations Committee to further probe the allegations.

Political activist Miguna Miguna accuses the country’s Ethics and Anti-Corruption Commission of not doing enough to combat the theft of public funds.

“It’s a scandal of such magnitude that we must not sweep it under the rug,” he reacted on his X account.

Kenyans lose hope in Ruto affair promises to fight effectively against corruptionsays political analyst Wyclife Odera The Africa report. This revelation called into question Parliament’s responsibility to supervise the budget approval process, he adds.

“Kenyans do not expect anything new, even after this recognition. Don’t expect arrests or even investigations,” he says.

President Ruto has reiterated to Kenyans that his resolve to fight corruption in the country is unstoppable, warning that top government officials who steal public funds will not go unpunished.

“Corrupt individuals must leave Kenya, go to prison, or they have the opportunity to go to paradise,” Ruto has previously said when speaking about the fight against corruption.
