South Africa risks confrontation with Rwanda over Congo mission

South Africa is leading a regional force heading east into the Democratic Republic of Congo, risking being caught in a conflict that has displaced 7 million people.

Operation Thiba is an initiative of the 16-country Southern African Development Community, although it is unclear how it will be funded. Troops from South Africa, Tanzania and Malawi will begin to replace a United Nations force that has been in Congo for 25 years and deployed for a year in the East African Community. Neither was able to stabilize a region rich in tin, tantalum, gold and other metals.
